There is an increasingly pronounced phenomenon of European businesses and investors turning to non-EU countries to implement investment projects, due to increased red tape, higher energy costs and lengthy permitting procedures in the EU.

What measures is the Commission considering to maintain and enhance the attractiveness of the EU as an investment location, especially in the areas of green innovation, industrial production and start-ups?
