Recent years have seen a rise in zoonotic and plant diseases with the potential to wreak havoc on the primary sector and trade.
In particular, animal husbandry and farming always bear the brunt of biotic disasters, which pose a real threat to the long-term future of these industries.
A case in point is bird flu: it takes just one animal to test positive for the virus for all livestock on the holding to be systematically slaughtered and a sanitary break imposed. In agriculture, climate change and the movement of goods and people facilitate the spread of new diseases. Progressively resistant and difficult to wipe out, these diseases are endangering crops across increasingly vast areas. The very restrictions that the EU has placed on the use of certain plant protection products further undermine the fight against many plant diseases.
In light of the above – and also with a view to the upcoming discussions on the next multiannual budget 2028-2034 – can the Commission say whether there is a need to review the effectiveness of the support tools for mitigating the effects of the spread of zoonoses and plant diseases, and to review the related administrative procedures involving the national authorities, in order to build a single EU tool into the budget and speed up its implementation on the ground?
