The Erasmus+ Key Action 2 Cooperation Partnerships in higher education (HE) have been instrumental in enabling bottom-up initiatives led by higher education institutions to internationalise HE and deepen cooperation between institutions and stakeholders. From 2023 to 2025, the budget allocated to this funding line has been cut from EUR 121 million to EUR 73 million. Furthermore, it is the lowest budget allocation since 2019, not even considering the cost increase. In the meantime, the number of applications has substantially increased, demonstrating the need for this funding model.

  • 1.Why has the decision been made to drastically decrease the funding allocated to this budget line, while the HE community’s uptake of this cooperation opportunity has been significant?
  • 2.Where is the Key Action 2 Partnership Cooperation funding being redirected, considering the overall Erasmus+ budget has been increasing?
  • 3.Are political priorities informing this strategic budgetary decision (if so, which ones), and have stakeholder organisations, Member States and Members of the European Parliament been consulted on this question?
