Following recent revelations by Ukraine’s security service (SBU), which claims a spy network operated by Hungary’s military secret services is present in the region of Transcarpathia – a territory internationally recognised as an integral part of Ukraine – I would like to convey my deep concern and request clarification, as the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, as to the Union’s position with regard to these events.

If confirmed, it is not only a serious violation of Ukraine’s sovereignty, but also undermines the fundamental principles of mutual trust and solidarity between Member States.

Given how serious the situation is and its potential impact on the Union’s external relations and internal cohesion, I would like to ask:

  • 1.Will the Union take an official stance to express its condemnation of or concern about these allegations of espionage carried out by a Member State while a war is going on?
  • 2.Does the Union plan to take steps to independently and impartially investigate the information provided by the Ukrainian authorities?
