Question for written answer E-003034/2025
to the Commission
Rule 144
Dolors Montserrat (PPE)
Various reports point to possible political manipulation in the process of granting public aid through the Solvency Support Fund for Strategic Enterprises (FASEE), in particular in the case of the bailout of the airline Plus Ultra, which received EUR 53 million after being classified as a ‘strategic company’ without meeting the usual objective criteria.
The involvement of former Prime Minister José Luis Rodríguez Zapatero, the pressure exerted on senior public officials, and the exclusion of other companies with greater economic weight point to a possible conflict of interest, discriminatory treatment, and misuse of public funds under the national recovery plan.
In light of the above and in accordance with Article 287 TFEU, Regulation (EU) 2021/241 and Regulation (EU, Euratom) 2020/2223:
Does the Commission intend to urge the European Court of Auditors to carry out a specific audit on the management of the FASEE in Spain and, in particular, regarding the procedure that led to the bailout of Plus Ultra in order to verify compliance with the principles of legality, transparency, impartiality and the protection of the EU’s financial interest?
