Written question – News reports on compensation paid to Italian Second World War victims from RRP funds – P-003177/2025

According to media reports[1], Italy is funding the payment of compensation for crimes committed by Germany during the Second World War from recovery and resilience plan (RRP) funds. The total amount of compensation paid in this way is estimated to be around EUR 55 million[2], or EUR 25-50 000 for each victim.

The aforementioned process was to be agreed as part of an agreement between Germany, Italy and the Commission.

In light of the above:

  • 1.Are the aforementioned media reports accurate – has the Commission agreed to allocate German funds from the RRP to pay compensation to Second World War victims in Italy?
  • 2.If so, can the Commission disclose the content of this agreement and when will it do so?
  • 3.What was the legal basis for the Commission’s decision and can this same legal basis be used for other victims of German aggression during the Second World War, including victims in Poland?
