2. Negotiations ahead of Parliament’s first reading (Rule 72) (action taken)

The decisions of the EMPL, IMCO and ITRE committees to enter into interinstitutional negotiations had been announced on 6 October 2025 (minutes of 6.10.2025, item 9).

Since no requests for vote had been made pursuant to Rule 71(2), the committees responsible had been able to begin negotiations after the expiry of the deadline set.
