Motion for a European Parliament resolution on the deteriorating human rights and rule of law situation in Peru

The European Parliament,

 having regard to Rule 149 of its Rules of Procedure,

 having regard to the orders of the Inter-American Court of Human Rights (IHR),

 having regard to recent reports by human rights NGOs,

A. whereas the amnesty law applying to people convicted, accused or under investigation for crimes committed during the internal armed conflict in Peru between 1980 and 2000 was promulgated despite the opinion of the Inter-American Court of Human Rights and the American Convention on Human Rights, as well as the International Covenant on Civil and Political Rights;

B. whereas the Peruvian Congress has adopted laws undermining the independence of judges and prosecutors and their ability to fight organised crime;

C. whereas in her speech on 6 February 2025, Dina BOLUARTE called into question the activities of international NGOs working to uphold human rights;

D. whereas the Peruvian Public Prosecutor’s Office filed a complaint against Dina BOLUARTE in connection with the homicides and serious injuries resulting from the protests in December 2022, during which more than 50 people died and 116 people were injured;

1. Expresses its deep concern at the attacks on the rule of law and human rights under the presidency of Dina BOLUARTE;

2. Deplores the lack of action by the OECD to block Peru’s accession process.
