The number of incidents of violence against railway staff is growing. There are no Europe-wide figures. Various occupational groups are affected, including cleaners, train managers, service staff at stations and on trains, customer service agents and security staff. International Labour Organisation (ILO) Convention No 190 emphasises that violence and harassment, including gender-based violence, are unacceptable in the workplace. It recognises the right of all people to a world of work free from violence and harassment and requires Member States to take appropriate measures to prevent them. In March 2024, the Council of the European Union called on the EU Member States to sign and implement ILO Convention No 190.

  • 1.What initiatives does the Commission intend to introduce to tackle violence in the world of work more effectively at EU level going forward – particularly in the rail sector?
  • 2.Does the Commission have information on safety strategies that are already put in place by railway companies in the Member States, in particular with regard to ILO Convention No 190?
  • 3.Could a common legislative approach be taken to protect staff, for example against disruptive passengers?
