The Muslim Brotherhood is one of the most powerful vectors of political Islamism in Europe, with a network of associations, foundations, NGOs and educational centres that promotes a radical ideology that is incompatible with Europe’s democratic principles.

Rather than taking the form of a single organisation, the movement acts through a scattering of entities sharing the same doctrine and a common strategy: to gradually Islamise European societies through sermons, victimisation, entryism and community pressure.

Several Member States – including Austria and Germany – have already taken measures to ban some of these structures and monitor others. It would be worth thinking about including the most active and representative entities, such as the Federation of Islamic Organisations in Europe (considered the European branch of the Muslim Brotherhood) or the European Institute of Human Sciences (which trains imams on the doctrine) on the EU’s list of terrorist organisations.

  • 1.Will the Council conduct a comprehensive review of the Muslim Brotherhood’s movement, with a view to including its most active constituent entities on the EU’s list of terrorist organisations?
  • 2.If not, could it explain the legal and political reasons for not doing so?
