The stockpiling strategy introduced by the Commission on 9 July 2025 proposes key actions to avoid food supply shortages and ensure food security for Europeans.

The principles and concepts highlighted include virtual stockpiles, integrating stockpiles into existing economic circuits and solidarity networks, and the importance of considering stock rotation in advance.

As regards agricultural products, the plan is to make policies on incorporating agrofuels more flexible, so that agrofuel production can be reduced if there are periods of market stress. This would allow agricultural products intended for agrofuel production to be used as a virtual stockpile of sorts that could be drawn from if needed for food and feed. The Commission had already alluded to this in its communication of 23 March 2022, published after the war in Ukraine started.

Based on the principles and concepts raised, it could also be an idea to link food banks with strategic food stocks, so as to distribute unused stocks to those in greatest need before they go out of date.

Is the Commission planning to include these developments in its forthcoming legislative proposals?
