We, the foreign ministers of France, Germany and Poland, reaffirm our unity and unwavering determination to defend European peace, security and common fundamental values against Russia’s ongoing war of aggression. The recent violation of Polish, Romanian and Estonian airspace were reckless, hostile acts and an unacceptable escalation that threatens regional and European stability. We condemn these provocations and call on the Russian Federation to cease such actions, immediately end its war of aggression against Ukraine, and enter peace negotiations on terms agreed with Kyiv.

France and Germany stand firmly with Poland. All Weimar Triangle partners express their solidarity with Estonia, Romania and all countries affected. We remain committed to reinforcing European and Euro-Atlantic security, by exercising greater responsibility for our overall security in line with the 6 March 2025 EUCO Conclusions. Early French and German contributions to the NATO Eastern and Baltic Sentry initiative are a case in point. We place particular focus on protecting our airspace and strengthening our air and missile defence capabilities. We will invest in critical capabilities to be developed in Europe. In this regard, we commend the adoption of the SAFE instrument, and will work on its swift implementation, also with the view to strengthening the Eastern flank. At the same time, we emphasize that military mobility is essential for Europe’s security and our collective ability to respond swiftly and decisively to any threat. We reiterate that Europe must become more sovereign, more responsible for its own defence and better equipped to act and deal autonomously and in a coordinated way with immediate and future challenges and threats.

Russian hostile incursions will not intimidate us. They only strengthen our resolve. NATO’s collective defence, the safety of our citizens, and the inviolability of our borders are immutable. A just and lasting peace in Europe remains our ultimate goal. Until it is achieved, we will continue our military, humanitarian and financial support for Ukraine as a member of the European family and a victim of Moscow’s imperial ambitions. Russia’s massive airstrikes will not go unanswered. France, Germany, and Poland will continue to provide air-defence assets to Ukraine to combat Russia’s illegal actions. Weimar partners agree that financing for both short- and long-term military support must be significantly increased. In this regard, we support the objective of Ukraine’s rapid integration into the European Defence Technological and Industrial Base.

The Weimar Triangle remains united in exerting increasing pressure on Russia through sanctions and will continue adopting new measures for as long as the aggression persists. Cutting off Russia’s revenues is crucial to weakening its war machine. We will intensify efforts to dismantle the shadow fleet that undermines sanctions, finances Moscow’s war, and poses grave environmental and maritime safety risks, especially in the Baltic Sea. We call on our partners to join these efforts to ensure that sanctions are fully-enforced. At the same time, we underline the urgent need to reduce dependence on Russian fossil fuels and strongly support the swift adoption of the 19th sanctions package. This should include measures against major Russian oil companies, an embargo on Russian liquefied natural gas as well as additional measures against third States refineries which contributes to funding Russia’s war. A swift adoption and implementation of RePowerEU is key. Extraordinary times demand extraordinary measures. We welcome ongoing discussions on further leveraging the immobilized Russian Sovereign Assets to support Ukraine and in particular its military needs, in compliance with international law and under a risk-sharing approach, and we look forward to the European Commission details on the Reparations Loan initiative. The aggressor – not the victim – must bear full responsibility, including financial responsibility, for this war.

The Weimar Triangle reaffirms its commitment to a credible and merit-based enlargement process. Ukraine’s accession to the European Union is a matter of strategic importance for its society and for the security of our continent. We reiterate the inherent right of Ukraine to choose its own destiny, based on the UN Charter and international law, and our steadfast support for the country’s EU accession path. The Weimar Triangle countries will intensify their efforts to ensure that the next steps in Ukraine’s accession process are taken swiftly, in line with our merit-based approach, starting with the opening of the fundamentals cluster without further delay.

We reaffirm our strong support for the European future of the Republic of Moldova. Despite constant hybrid threats and Russian attempts to destabilize it, Moldova has made remarkable progress towards modernization and EU integration. EU membership remains the strongest guarantee of Moldova’s stability and resilience. We closely followed the parliamentary elections that took place in the Republic of Moldova on 28 September. We congratulate the people of Moldova for their commitment to a democracy that reflects the will of the people at a pivotal crossroads.

The Weimar Triangle underlines its support for the European future of the six countries of the Western Balkans and will assist them on their path towards integration in the European Union. This European path will help to guarantee peace, prosperity and stability in the region. We stay engaged in EUFOR, KFOR and EULEX missions to maintain a safe and secure environment. We also underline that, the Berlin Process remains essential for supporting regional cooperation, strengthening goodneighbourly relations and fostering a Common Regional Market.

In line with the Granada declaration, in order to future-proof our Union we are committed to laying the necessary internal groundwork and reforms in parallel to the enlargement process. Based on the values enshrined in Article 2 of the Treaty, we are working towards a Union ever more resilient, competitive, and capable of acting on the global stage.

Almost two years after the horrible Hamas attack on Israel of 7 October, the situation in the Middle East is still of our great concern. We reiterate the urgent need for an immediate ceasefire, the unconditional release of all remaining hostages, and the unimpeded entry of humanitarian assistance throughout Gaza in coordination with the UN and relevant agencies. An immediate halt to Israeli military operations in Gaza City is essential, as they are causing mass civilian displacement, casualties, and the destruction of infrastructure. Our commitment to the negotiated Two-State solution remains firm, and we call for the swift implementation of the measures set out in the New York Declaration. All parties must refrain from actions that undermine the viability of this solution, including settlement expansion. In that context, we urge the Israeli government to cease all settlement activities, including the so-called project “E1.” The Weimar Triangle partners will continue working in the EU framework to address these issues and take appropriate action.

Poland is a proven example of a successful transition from authoritarianism to democracy and a powerful testament to the benefits of a peaceful, rules-based international order. It is also a major success of EU integration. France, Germany and Poland will cooperate in international fora, including by stepping up dialogue on the G20.

Russia’s aggression, provocations and hybrid warfare aimed at challenging this order will not weaken our resolve. On the contrary, they reinforce our determination to act together. We clearly know that Russian disinformation campaigns are designed to amplify military aggression by sowing confusion and division. They will fail. Working together makes us stronger and contributes to making Europe stronger. As Weimar Triangle partners, we will continue to coordinate closely within the EU, NATO and beyond, to build resilience, defend our common security, and shape Europe rooted in peace, unity, shared values and justice./.
