Polish Premier Donald Tusk has stated that he will not hand over Volodymyr Z., a suspect in the bombing of the Nord Stream pipelines, to the German authorities[1].
The significance of the incident as a possible act of state terrorism against the energy infrastructure of a Member State begs the question as to what consequences it will have for judicial cooperation and mutual trust between Member States.
How does the Council think this decision will affect compliance with the principle of mutual trust and Member States’ obligations as to judicial cooperation in criminal matters as well as on the shared responsibility for protecting critical infrastructure in the European Union?
