The decisions of the JURI, INTA and ITRE committees to enter into interinstitutional negotiations had been announced on 20 October 2025 (minutes of 20.10.2025, item 7). Requests for a vote in Parliament had been made by The Left, Verts/ALE, ECR, PfE and ESN groups and by Members, under Rule 72(2), on the JURI Committee decision. Voting would be by secret ballot. Vote: 22 October 2025. As no request for a vote had been made under Rule 72(2) on the INTA and ITRE committees’ decision, those committees could enter into negotiations following the expiry of the deadline. |

The President announced that Parliament had decided to award the Sakharov Prize 2025 to Andrzej Poczobut and Mzia Amaglobeli, two journalists imprisoned in Belarus and Georgia respectively, who were active in the fight for freedom and democracy. |

Under Rules 10 and 183 and the Code of Appropriate Behaviour for Members of the European Parliament in exercising their duties, and taking account of the remarks made by the Member in question, the President had decided to impose a penalty on Zsuzsanna Borvendég for her inappropriate behaviour, namely using offensive language and engaging in unethical actions towards Parliament staff, which had also inflicted damage on the dignity and reputation of Parliament. The penalty consisted of the forfeiture of her entitlement to the daily subsistence allowance for a period of five days. The Member in question had been notified of the decision and had lodged an internal appeal with the Bureau pursuant to Rule 184, but after the deadline for lodging an appeal had passed. At its meeting of 20 October 2025, the Bureau deemed the internal appeal to be inadmissible and the penalty decision to be final, without prejudice to the external rights to appeal open to the Member concerned. |
The competent Spanish authorities had addressed a request to the President for the immunity of Alvise Pérez to be waived in connection with legal proceedings in Spain.
