Question for written answer E-004053/2025/rev.1
to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy
Rule 144
Yannis Maniatis (S&D)
In a report by the Joint Research Centre (JRC) and the European Defence Agency on the protection of critical energy infrastructure published on 12 September 2025, there is a reference, on page 121, to the energy sources that have been discovered in the Exclusive Economic Zone of the Republic of Cyprus. In this particular point, the territory of Cyprus illegally occupied by Türkiye is referred to as the ‘Turkish Republic of Northern Cyprus’, without this term even being in quotation marks or it being clear that it refers to the pseudo-state that Türkiye has created in the occupied territories.
Furthermore, on map number 37 there is a reference to the pseudo-state’s claimed EEZ, as well as full acceptance of the consequences of the Turkish-Libyan EEZ agreement, which is illegal and invalid according to international law and the conclusions of the European Council.
Bearing in mind that this report presents the situation in the Eastern Mediterranean in an inaccurate manner and contrary to international law, the conclusions of the European Council and the sovereign rights of Member States in the region:
- 1.How did the High Representative allow the publication of such a report on such an important issue, without first checking its content against the factual evidence?
- 2.What will the Hight Representative do to correct it immediately?
- 3.How will the High Representative ensure that such an incident does not recur in future?
