Frontex is considering the acquisition of an Intelligence, Surveillance and Reconnaissance (ISR) platform to be deployed on the Frontex Azure Landing Zone, under Frontex governance. Frontex operates multiple assets contracted from various external contractors that use their own ISR software, and Frontex intends to consolidate all incoming data and video streams in one platform. Therefore, this Request for Information is addressed to ISR integration platform product vendors and is issued for market research purposes.
It is important to note that this RFI does not commit Frontex in any way to procure any of the products offered by the respondents to this RFI or to proceed with a procurement at all. The purpose is only to acquire market information.
Frontex collects two kinds of information under this RFI:
- Capability information
- Price information
Frontex gathers this information through the requirement question tables (functional, legal and compliance, security, technical, architectural, and the architectural deep dive) that should be answered in the provided XLSX spreadsheet. The respondents are also expected to provide the indicative annual price of the platform licence, the one-time cost of implementing the product as supplied (off-the-shelf, without customisation), the annual cost of maintenance, management and support, the cost of any customisation or expansion, and the cost of optionally connecting other ISR data sources (maritime and land surveillance).
SDSS will be a data integration hub, an ISR integration platform that acts as a system of systems over the ISR systems operated by the many Frontex Surveillance Aircraft (FSA) contractors (with possible extension to land and maritime surveillance contractors in the future). It will collect the data delivered by those ISR systems at one architectural boundary, store it under Frontex policy, and expose it to authorised Frontex consumers and downstream systems. The ISR systems operated by the air surveillance contractors produce the data; SDSS integrates, stores, and serves it.

- The populated answer and cost template in XLSX format (see RFI annexes) that mirrors the question tables in sections 9–16 of the RFI document
- The technical documentation requested in section 8.6 of the RFI document (as separate annexes)

Any indicative price estimates shall exclude VAT.
Responses are treated as commercially sensitive material. Frontex uses RFI responses internally to inform architecture and procurement decisions.
Frontex does not publish or share individual vendor responses outside Frontex without prior written consent.
Price information submitted is treated under the same confidentiality terms.
It is issued for market research purposes only, and receiving an offer or a price indication from a supplier under this RFI does not create any obligation for Frontex to purchase the services.
Costs incurred by the respondent in answering this RFI are not reimbursed.
Personal data collected in relation to this processing operation shall be processed for the purposes and under the conditions described below. The controller of this processing operation upon your personal data is Frontex. Your personal data will be processed by Frontex staff (Operations Support Systems Unit, HoU.OSSU@frontex.europa.eu), designated by the Head of Operations Support Systems Unit, who gather the data for the purpose of registering and processing responses to this RFI, as well as communicating with the respondents during the RFI.
The following personal data will be processed:
- First name
- Surname
- Email address
- Phone number
Data contained in the RFI records and in the responses is retained in accordance with the archiving rules applicable to the Agency. The above-listed personal data will be held only for managing the question window and the follow-up communication and will be deleted once this RFI and any directly related follow-up steps are closed.
Data contained in materials provided, or shared during a meeting or presentation, will be retained in accordance with the archiving rules applicable to the Agency.
The legal basis of the data processing is Article 5(1)(a) of Regulation (EU) 2018/1725 of 23 October 2018 (EUDPR) in conjunction with points (f), (g), and (i) of Article 10, Article 19, and point (e) of Article 36(2) of Regulation (EU) 2019/1896. The provision of personal data is a statutory requirement in accordance with point (e) of Article 15(2) of Regulation (EU) 2018/1725: providing the requested contact details is necessary to take part in this RFI. If a respondent does not provide them, Frontex cannot register, contact, or consider that respondent.
There will be no international data transfers, no automated decision-making process, and no profiling. You have the right to access your data, and to request its erasure, the restriction of its processing, and its correction at any time, as well as the right to object.
You may exercise your rights by contacting the controller of this processing operation at HoU.OSSU@frontex.europa.eu or the Data Protection Officer of Frontex at DPO@frontex.europa.eu. You also have the right to have recourse to the European Data Protection Supervisor (EDPS).
